You will have to replace that. There is no way of unlocking it, the bearing that the pulley spins on has locked up, causing the pulley not to spin. Hope this helps, James Booth

Serpentine belt 1999 chevy malibu is slipping off cranshaft pulley

Make sure that the belt is fully seated in ALL pulleys, if it still slips off, then you have a pully that is bent, or out of alignment.

The serpentine belt is falling off durning wet weather

Hi Brenda !
I am sorry to hear about your problem with your 99 voyagers serpentine belt falling off in wet weather !
I am suggesting that the harmonic ballancer is at fault.
The harmonic ballancer is the pully that is on the engines output shaft on the front of the engine (the transmission is on the back side of the engine).
I am assuming that the rubber bushing that holds the outer ring with the serpentine belt pully on it has detatched and is causing a misallignment of the pully to the belt , causing the belt to glide off.
I am unsure how this relates to wet weather though...

Inspect the pully by turning the vehicle OFF and looking in the wheel well behind the tire. There is a plastic shield there to keep the water durring wet weather from spraying on the belt and accesories... look and see if the plastic has been damaged (possibly a round 'rub thru' where the harmonic ballancer pully rubbed it ?).

How do i get to the serpentine tensioner pully?

If you are trying to replace the belt, then I recommend you go buy a serpentine belt tool kit. Gearwrench makes a nice kit. It comes with most everything you need to take the tension off the belt so you can remove it. You will use the socket that fits the bolt in the middle of the pulley or there will be square notched section where a like a 1/2" or 3/8" drive wratchet would fit.

1999 Cheve Tahoe, hood cable release does not activate hood release. Hood is locked down with no appearent way to open the hood.

Try having someone pull the release, at the same time push up and down on hood,if it releases spray lube on latch assy.

Need to know how to adjust serpentine belt, please show diagram. 6 cyl engine.

Really don't need a diagram. Loosen the slide bolts on the power steering pump. loosen or tighten the pump by turning the jack screw (long transverse bolt) under the pump. Once the belt is tightened up, lock down the slide bolts and you are finished.

2002 tahoe enginge will turn over, however, the wheel will not turn

most likely the power steering pump shaft has broken. its hard to detect this becuase the pully on the power steering pump still turns with the serpentine belt.

My Serpentine belt is squealing above idle

first thing you need to do is get a new belt that belt dressing just destroyed that belt that stuff is no good then get a new belt tensioner clean all the pullys with some brake clean then install the belt tensioner and belt if its still sqealing there maybe a pully making the noise to check that when you have the belt off spin them by hand and listen to them and feel for any play in the bearings

Belt inst

For the 3.0L Vulcan, you have a tensioner that is located just below the power steering pully. Use a 15mm wrench or the 15mm shallow well socket that comes in a Serpentine Belt tool to push the tensioner toward the rear of the engine compartment. Take the old belt off and route the new belt. The belt begins at the crankshaft pully, goes under and around the a/c compressor, up around the power steering pump, around (with the flat edge) the idler pully, around the alternator, the flat edge then sits against the tensioner and back around to the water pump pully. You should have a belt routing diagram on the underside of the hood just above the serpentine pully assembly.
