It's called the Idle Air Control motor (IAC). It is on the side of the throttle body. This controls the idle speed. What it does is let in a certain amount of air into the engine, in steps. The more it is open the higher the idle speed. The ECM controls it.
A stepper motor is a small DC electric motor used to hold a certain position of the shaft it turns or a piston, it is used in electronic speedometers that have a needle and also in other app's like the AC air ducts to move the doors that divert air. It is also used to control idle speed by moving a piston that diverts air around the throttle valve..
