When you tagged into it did you cut the wire? There is no reason to use an existing wire for a ground. All you needed to do was add a wire to any part of the chassis.Drill a small hole and attach it using a sheet metal screw. In my opinion you shorted the system somehow. remove the jumper and check all your fuses. Add the wire and your troubles will be over.

Have 1999 Dodge stratus all the gauges stopped working and odometer reads -no bus- a/c compressor stop working to, they all stopped at the same time.

I'd have to check voltage and ground for the instrument cluster. I noticed one of the fuses for your instrument cluster goes hot with the key on, same thing for ac compressor. I'd have to voltage feed to and from ignition switch for applicable fuse. Check the ignition switch wiring connector. I can't rule out ignition switch itself, at the moment.
There could be other issues?
Ignition switch faults are common on some makes and models.
Instrument cluster wiring connector problems. Sometimes if you disconnect and reconnect the instrument cluster connector, it may start working again, also, cycling the instrument cluster connector may reset, if it starts working, well, it's working for now, may quit again.
Some instrument clusters may do a self test, don't know about yours?
Press and hold odometer reset button, turn key to run position release odometer reset button, watch the odometer. Your indicator lamps may turn on and off, the gages may cycle in small increments. The cluster will exit self test on its own.
You may have to check buss circuits.

Need wire color diagram

Black = AC hot
Red = switched AC hot
Yellow = AC hot from a another source - another control panel as an example.
White = neutral
red w/white tracer = switched neutral
Green or green w/ yellow tracer = ground/earth ground
blue = DC voltage, ie, 12vdc, 24vdc
white w/blue tracer = dc common
Brown = AC 3 pahse - phase A
Orange = AC 3 pahse - phase B
Yellow = AC 3 Phase - phase C
shileds: think of current loops
2 cond
clear or red = +
black = -(neg)
3 cond
red = power (24vdc typically for transducers)
clear = + (signal output)
black = - (signal common)
Hope this helps, oh, and any panel I have design and wired this way is easily understaood by 99% of all service and electrical people I have worked with.

Speedometerworks, but odometer/tripmeter stopped

The odometer/trip meter work together via a IC and pulse motor. I just replaced the Instrument cluster in my 94 Corolla DX. I purchased a used cluster that had 230,000 miles showing( mine was 199,000). It' a "plug and play" system, electronic analog. The cluster I purchased the trip meter didn't function, I removed the speedometer from the cluster and applied some silicone spray to the plastic gears and now it's working, (the plastic gears are very fragile and after many miles and years they are prone to breakage). If you are lucky this might be a solution, If not buy a used instrument cluster and install it yourself and hope for the best (used). I didn't have a tachometer on my original cluster so I purchased a cluster with a Tach. The 94 DX and LE should be "plug and play",not sure about the CE. The change is quite simple tow screws remove the bezel, 4 screws remove the cluster, unpluy the connectors, 2 white 1 blue.The cluster was $55.00

My gear indicator and odometer lites stopped working on my 99 century.

mine too replaced the whole instrument cluster to fix it after checking all the powers and grounds at the plugs in the back. pull up some wiring for it and pull that ***** outta there! plenty of room to backprobe the terminals if powers and grounds are good ( especially coming from headlamp switch) then replace the i/c
