A long long time ago a voltage regulator was attached to the inside fender well. since about 1980 however they are built into the alternator. so you are going to have to swap in a new or rebuilt alternator.

Because you posted these rather cryptic posts at the same time... I am guessing (of course) that the area of wiring you are interested is AUDIO...
Somehow to kluge a Kenwood (obscure) into a Celica GT (very popular... cyberspace positively bulging... not only information but adapters... wiring... all stripe of interests, kits & adjuncts).
Not the least of which would be Crutchfield... Do look there!!
It is very easy to check an a/c compressor clutch. Looking at the compressor, you should find a wire running from the pump the wiring harness. There should be a connector where you can disconnect the wire from the main loom, disconnect it and connect a length of electrical wire to the wire going to the pump. Connect the other end to the battery positive and you should hear the clutch clicking in. If you don't, the clutch is bad.
If it does click in, you should look at the fuses (should actually look there first) and the relay if it has one. By the way, if you connect the wire as described and you hear the click, you could actually leave the wire in place and start the engine and you should feel the cold air.

Factory timing for all 90-93 normally aspirated Celicas (ST, GT, and GT-S) is 10º before top dead center (BTDC). This means when the crankshaft angle of the number one cylinder reaches 10º, the spark plug will fire. There are levers or switches inside the door jambs which are more than likely sticking.........try moving the levers and if this works shoot some lubrication on them and move them around a bit.
