Take a volt meter and test at the gage to see if the voltage fluctuate when fuel level changes if it does you need to replace the float in the petrol tank.

Will 2002 Ford F-250 super duty 5.4 have anti-slosh module

Yes, it's in the gas tank, attached to the fuel pump/sending unit assembly.

I'm attaching 2 links to videos, tge second is to bypass this module. That'll fix the issue of a non functional gas gauge that always reads empty if you don't mind going that route. http://www.youtube.com/watch?v=yILXFS8X8pQ

Gas Gage always reads empty how to fix

This problem is caused by a defective gas gauge fuel level sending unit inside the gas tank. You will need to remove the gas tank and replace the sending unit for the gauge.

2003 chevy malibu gas gauge always on empty, replaced the fuel pump

Need to replace the sensor inside the gas tank. I have a 2008 Malibu with the same problem. It was a faulty fuel gauge sensor.

Calibrate a fuel gage (gas)

Assuming you don't have some kind of Space Shuttle technology to work with, the best thing to start with is an empty gas tank. When you install the sending unit the little float will be hanging down and the gauge should read empty. You can do some minor adjustments to the float while you are monkeying around with it so that, for example, "Empty" is not empty. This way even if the gauge is reading empty you will know that you have a few gallons left in there as a back up reserve so even if you are reading in the reserve range that you know you will still have a couple gallons left in the tank when you hit the big "E".
