Question about 1999 Pontiac Grand Prix
I had this after I had a windsheild installed. Take off the plastic cowl around winsheild wipers. There is a rubber moulding that channels water away from the fresh air intake for the heater. it is probly moved or off. I cleaned and put it back on with caulg to make sure it stays in place. problem has not returned.

I had the same problem on my 1997 pontiac, water leaking. when you fix this you can always install/replace an air cabin filter since you gonna go thru that anyway. this is a link where you can find information step by step on how to fix this problem is really easy I did it and problem solved!!! :-)

Find rubber 90 degree elbow on the firewall, adjacent to the blower, pull it off, stick a stiff wire in the hole. Sometimes that drain gets plugged up with cobwebs, dirt, etc.

I HAD THE SAME PROBLEM AND I HAD TO USE SEALANT ALONG THE LOWER PORTION OF THE WINDSHIELD TO FIX THE PROBLEM. JUST USE RTV SEALANT
