If the fuel level is very low and the van is not level it's not going to start even if the pump is good.
When you turn the key to on you should hear a fuel pump noise for 2 to 3 seconds if the key has been off for at least 10 seconds,and when cranking or the engine is running the pump runs because there's oil pressure sending power to the pump.
Have someone listen back at the tank.No Noise?then it might be time for a fuel pump.
Your fuel filter may be just ahead of the rear axle on the passenger side under the van.
But.....if your gas gauge went out and now your pump quit,maybe the wiring back at the tank is corroded?

should be in the base of the carb, right behind that big nut on the fuel inlet. Loosen the fuel line, using a 5/8" wrench on the line nut, and a 1" wrench on the larger nut. remove the fuel line, then back the large nut out, and the filter will be behind that. have a good day !
