Did you check the fuse for the clutch?

If so, you could have a bad switch in the A/C system.

High pressure switch cuts off the compressor clutch and turns the engine fan on when pressure reach about 300PSI in the high side of the system (condensor, lines to orifice tube)

Low pressure switch cuts of the compressor clutch if pressures go under a certain point (to prevent compressor from running if system is nearly empty).

Both these switches are screwed in the A/C lines somewhere in the engine compartment...

Check these switches for continuity with the engine off for about 10 minutes. If they both have continuity, the switches are probably good.

Other than that you might have a bad compressor clutch. An easy way to check the clutch is to connect both wires leading to it to a known good 12V battery (the car's own battery with jumper leads is a good idea) with the engine turned off, you should see the clutch snap to an engaged position. If not, the clutch is bad

My 1996 dodge strautuse is having a hard time turning over

You don't say what engine type you have, but most came with a 4 cyl DOHC engine. Did this problem come on suddenly? Does the vehicle have more than 60K miles on it? If so, a first guess might be that your timing belt has stripped a tooth and jumped time. This would mess up compression and starting. It could also have added problem of bending valves if the timing has shifted too much. Without more info, I cannot venture any further guesses.

Starter out in my 2002 dodge stratus where is it locat

If its a 4 cyl, its right below the computer on the driver side when you open the hood. Just behind the radiator. It attaches to the transmission bellhousing. On a V6, not sure but probably close to 4 cyl location. Not too bad to replace on a 4.

I need to know where the egr vlave on a 1998 dodge stratus 4 cyl is located

It usually helps to provide which engine you have and the 8th VIN digit. The valve is located in the cyl head, towards the rear of the head, left side.

The thermostat is located at the upper radiator hose end of the engine. The hose will connect to a housing that will have to be removed in order to change the thermostat.
While you have the thermostat housing removed, make sure you flush the old coolant out and replace with new.
Good luck.
