Question about 1999 Volvo S80
Certain model years have a fuel pump that causes leaks and should be covered by the factory warranty that has been extended to cars for 10 years or a 150K miles.
Bring it to a Volvo dealership and complain of fuel smell in the car and ask about some coverage of the fuel pump.

Its most likely either broke the seal on the halfway of the tank or the fill spout has become damaged and needs replacement. id start by testing the pressure of the tank then deciphering whether or not its the tank or the fill spout.
