The drive teeth on the gear that turns with the window motor are not engaging the teeth on the lift mechanism. They may be stripped, or just out of alignment. You need to remove the inner door panel and investigate to see what the issue is. It may be that you need to push the window up slightly to get it to engage the lift gears, and then it'll go up.
