I have changed the starter , and it has a strong battery 13.9 volts. I had a load test on the battery and it passed with flying cloors. I have good connections at the battery. but it still will not start?

Your problem is definately not a relay. It sounds as if the starter contact in your ignition switch is bad. The solution is to replace the ignition switch.
