The battery light on my 98 plymouth breeze stays on . I've had
the battery and cables checked so they are fine. What else could
be the problem and what will it cost to fix it?

Check battery and see if it can be fully charged. If there is an indicator on the battery it should be green or measure the voltage with the engine off and see if it is close to 12Vdc. If the battery tests good there could be a problem with the electrical wiring or a bad device that draws current when the car is off. Glove box light gould be on, trunk light stays on etc...
are you serious, battery under car ????????????/ are you sure? like to see a picture of that, lets pretend its not, YES , terminals could be loose, must be cleaned, apply vaseline all over terminals including cable ends, attach secure tightly both terminals, make sure battery is good. the alternator on the otherhand must be tested to determine its condition, clicking noise doesn't mean anything otherthan battery is dead. are we clear ? wintertime causes more problems with cars ,so prepare before winter, ok. fuel filter, replace it, air filter, replace it, DO ALL THIS, take car to a parts store to have alternator checked, its free!!!
Could just be a bad sensor? or maybe a connection issue with cables,corrosion, etc....... Pepboys will hook up test computer and give you a free diagnois code to reasearch problem or you could take the code and give to your mechanic to save on additional costs of testing at shop.
On a 98 Plymouth Breeze, I think you access the battery from one of the front wheel wells because it's located under one of the fenders. I'm not sure which side it's on, but you should be able to get to it by turning your wheels all the way in one direction.
If your battery light is on, you need to have the alternator tested. If you have a voltmeter you can test it yourself. It should have at least 14 VDC at the battery with engine running.
I'm not sure this is related to the sputtering, but it might be.
