I did a filter change. there was metal shaving in the pan when I dropped it. the tranny is worse now than before. i have no money to get another tranny, so swapping the tranny is not really an option, nor is paying to have it rebuilt.

Is the fluid low? To check it start the car and drive it for about 5 mins. park on a level surface. With the car running check the fluid level. Only fill it with the fluid recommended by the maufacturer. When is the last time you had the fluid and filter changed? With any tranny slip problems I always try a fluid and filter change first.

Where is the tcm on a 2004 monte carlo 3.8

Gm doesn't use a separate computer for the transmission (imported cars do), it is part of the PCM main powertrain computer, that is located under the battery.

2004 Monte Carlo jumps/lurches/skips when taking off. (Automatic)

It sounds like it could be the torque converter going out. Rockauto.com lists them for about $88. You should also check your transmission fluid to make sure it doesn't smell or look burnt. If it is it should be thoroughly flushed (not just changed) out along with the transmission filter. Here is a step by step on how to do that. Get an opinion from a trusted mechanic (I know those are hard to find) on whether you should pursue the fluid flush or go all in with the torque convertor (which would result in a fluid flush as well).

I have a 1999 monte carlo, initially it was skipping a gear, I check the fluid then added fluid, but it still skipped the same gear. a few days later it stopped going into gear totally, what are the...

If the transmission wont engage in any gear, there is a internal fault and will have to be rebuilt or replaced. We installed a used transmission this past year in a 1998 monte carlo. These days its more cost wise to install a used unit rather than buying a new one.
