It's most likely low speed fan control relay circuit trouble.
There are separate relays and control circuits for high and low speed for the
fans. This way if one messes up the other one should still work. Relays are in
relay/fuse block under the hood. There is a diagram under the relay box cover
that shows the function of each relay. The relays just plug in.
1489 = High Speed Fan CTRL Relay Circuit - An open or shorted condition detected
in the control
circuit of the high speed radiator fan
control relay.
1490 = Low Speed Fan
CTRL Relay Circuit - An open or shorted condition detected in control circuit
of
the low speed radiator fan control relay.
Either the relays are gone
or the connector isn't plugged in, probably the connector if both the low and
high circuit is out.
