Sounds like a possible problem with your diverter valve - check that out. If you have the 180hp engine (which I believe you do), you can replace it with the diverter out of an Audi TT 225hp model (it's called an n710 valve), and it's able to handle higher output than your stock valve. The stock valve has a plastic diaphragm that can fail. The Audi valve I mentioned also has a plastic diaphragm, but it's beefier and less likely to fail on your car.

If the vehicle engine got overheated it is possible the head of the engine is cracked, or the intercooler is leaking, depending on the colour of the smoke low fuel pump pressure,

the turbo has no effect on blower motor performance. you may have a bad turbo but you may also have a bad blower motor or a low freon level on the a/c system.

I have a 2000 beetle 1.8 turbo the turbo makes a noise after 3000rph and alot of white smoke starts to come out from exhaust.

This sounds like you have a seal that is failing under the stress of high engine and turbo rotor rpm's, the white smoke is oil burning, either in the exhaust stream or it's oil getting into the intake stream and being burned with the fuel..
You can remove the turbo yourself but you may not be able to locate the issue.
I would advise that you take the vehicle into a turbocharger specialist..

I ahve a 2003 vw beetle turbo with dual electric

4 wire likely a 3 speed fan you should be able to conect the medium and low circut to a set of releys and hook them both to the low speed side of the fan
allowing the low and med speed to work on low and the high speed to work properly
