It is most likely a short - it could be a short in the fuel pump itself strange that it is not causing a fuse to blow? The current draw may be below the limit of the fuse. A click on the starter is usually is a faulty solenoid but could be something as basic as dirty battery terminals - try cleaning them first.
The starter should be located on the left side of the engine. That is the side nearest the front of the car. Typically the transaxle spans a portion of the right side of the engine. The crank sensor is located behind the harmonic balancer or also known as the main drive pulley for your belts. You need to remove your belt and then remove this pulley to locate the crankshaft sensor
On the 2.3L it is located on the front/radiator side of the engine, near the center of the vehicle (left to right) and is easily visible without removing anything.
On the 3.0L engine it is also on the front/radiator side of the engine, but located further to the driver side, below the battery area.
Check the fuses atached near the starter wiring, there are two fuses (generally white) is very probable tha´s a blow fuse, I´ve a 1980 Impala and still working today and remenber the same problem that you posted, Regards
