If you are running an automatic transmission then the problem will surely be on the torque converter. The torque converter controls the shifting of the car that when it fails the car may run sluggish or will just sit on a certain gear. If that's the case then you need a torque converter replacement.

I have a Standard Transmission 2005 Dodge Neon SXT. It is revving really high to get up to speed in each gear? Had the timing belt replaced so thats brand new and it still is happening??

2 things come to mind. Are you 100% sure you don't have an emergency brake or any other brake sticking, even partially? 2nd thing would be Catalytic converter may be partially plugged. That is assuming a tune-up, filters etc have been done .

You will need to have an experienced technical drive this before attempting any repairs, but my gut feeling is that you will need to rebuilt the transmission. That takes many special tools and a high degree of skill and training and is not something that really can be done at home with common hand tools.
