just missed one thing
these truck had bad tail light assemblies the help line (found at most auto parts stores) has a repacement for this problem.

On chevy .
Your problem is Mising ground. or poor groumd to the Tail lights.
First Check all the grounds on the engine compartment.
Near the BATTERY and the fenders wall.
If you found any one damaged Reapair as need.
But if everything is OK...
Check the connections of the Tail lights Under the BED of the truck.
If you found evrything good.
REmove Any of the Tail lights. APPLY GROUND at the BLACK wire of the Tail light connector and see if make any different. If the lights work ok. you can LEAVE with the Ground.
Or try to find where is the wire cut. or in missconntact.
