What do you mean not in motion. Are they both lights, one light, running engine not running. I would suggest looking at the connetor to the signal light fixture making sure its all the way locked in or even for a loose power or ground wire at the connector. Possibly the relay to the blinker is intermittent. I'm giving you a generalized solution because i'm not sure exactly what is wrong. Do you have the light on the dash board working and the signal light is not when it stops working do yo hear clicking. If you hear clicking for signal light is it fast or slow.

You have some burned out filaments. On dual filament bulbs the "blinkers" I am taking it to mean the turn signals. They are one filament. The "Flashing Caution lights, work on a relay circuit, which sends a larger amp current into the opposite filament then the turn signal. Check front & rear bulbs.

Blinker doesnt quits work every once in a while. they


its a wiring problem...mine does it too. I found pressing the hazard lights button a couple times makes the signals work again

BLINKER ISSUES


Have some one stand in the front of the car and go through the motions for checking all your lights...repeat for the back lights....step on the brakes and place in reverse for the back-up lights....this is usually an indicator that you have a bulb that is faulty or burned out.

BLINKERS NOT WORKING


Ok this a way different problem than i thought it was first thing to look at is the relays and fuses and connectors to make sure they are not loose, pull them out and reconnect them. Engine running = vibration. Engine not running = no vibration. If thats good your left light blinker may be shorted to your constant power. Your right blinker may have an intermittent open. I looked at turn signal flashers online they are about $10 each, maybe swap em out then return if it does not fix it. It really sounds like a wiring problem though so look at the back side of where the light is connector and tell me what you find if anything
