Sounds like its the security system on the van, if you stick the key in the drivers door and turn it then it should fix the problem. hopefully this fixes it

Aftermarket alarm, do this look under the dash under teh steering column area and look for a little push button it should have a red or black button now this will be anywhere under that dash area, sounds more of a alarm problems a after market alarm ,when you find it push and crank at the same time, now if you belive its not there try this close the door and open the driver door with the key but have the windows rolled down and do that or if that dont start. let me know you may have to overide the ignition switch to start the vehicle

Were is the fuse for the horn on a 1999 plymouth voyager van

Power Distribution Center (PDC)

Power Distribution Center (PDC) (1997-2000)

The picture shows the horn relay is the second row down on the left and side of the Power Distribution Center (but the diagram didn't transfer over to fixya.com).
I would use a fuse tester to test the rest of the fuses in the PDC.

1999 plymouth voyager insterment panel cruise control and horn does not work any suggestions

the first thing is to check all your fuses, this vans have problems with the clusters going bad, you can remove it and make sure the connection is good, remove it and then plug it back and see if cluster starts working, if not then replace it, this may be related to other problems but it may not , the common problem with the cruise and horn not working reminds me of a bad clock spring, this is the unit is steering column thats like a rooll of flat wires that make the connection to horn and cruise as you turn the wheel, heres a picture of it,it works like a window shade, goes in or out as you turn the wheel. hope this helps.9dcb131.gif8212bd2.jpg

While driving on hwy van dies and will not

Assuming the problem is electrical, the next step would be to look at the belt/belt tension/belt tensioner.

My battery died and now the van wont start.

I have no idea about the factory alarm resetting itself, but I DO have experience with having someone leave lights on and jumping the battery the wrong way. Unless you are 100% positive this is no the case, make sure it was not fried on the jump. If the cables were crossed, you might have some wires, therefore rendering your on-board computers to ****. =) Good Luck.

Also, contact a dealer via PHONE (so they can not trick you into being charged by looking at your van) in regards to factory alarm.

The van won't start and it keeps blowing the 20 amp engine fuse when you try starting it.

Get under the car and check the starter. Ok really grab a hammer and hit the starter a couple times. Try starting it again. If it dont work you should replace the starter. The starter maybe pulling too much power from the battery trying to start the car. Good Luck!

My Plymouth Voyager (1999) stop on me, and When I

Sounds like one or more of your fuel injectors is stuck open and dumping raw gas into the exhaust system. I would replace all the injectors since there was sugar run through it.
