Question about 1995 Toyota Camry
If you have only done a visual check on the fuses, you may have missed one that is open.
You really need to measure them with a meter to check for continuity.
In the US, such digital meters can be had for a few dollars (<$20) and are available at auto parts stores or electronic outlets such as Radio Shack.
If the fuses check OK then you will have to go through the pain of checking connectors; unplugging them and re-plugging them will wipe the contacts clean of oxidation and contaminents.
