You want it to be illuminated with the lights on, but still blink when you use the signal? That's probably going to be tough, since that would require an additional wire and a modified bulb socket, plus a bulb that is identical in dimensions to the bulb in there now, but which has two filaments (one for constant illumination, one for turn signal flash). I doubt you're going to find that, and will probably be restricted to using it only as a flasher, or only as a marker light.

2017 Jeep Cherokee Trailhawk mirror replaced with new Kool Vue and the turn signal light on the mirror is constantly blinking and yes the turn signal is off.

Obviously there is a connection wiring problem. Jeeps monitor / control all mirror functions using control module(s). It sounds like a connection inside the mirror is either mis-connected, or has confused the control module into keeping a connection on that should be off. Your only recourse is to get Kool Vie tech to explain the problem, replace the mirror, or return the mirror. It does not bode well that neither their web site ( http://www.kool-vue.com/ ) nor their Facebook page ( https://www.facebook.com/KoolVue ) are working. Frankly, I'd go for return and then scour ebay or Rockauto for an OEM mirror.

Side Mirror Turn Signals Malfunctioning.

You have hooked them up to the wrong power wire. They have to be hooked up to the power wire after the flasher control. The easist way would be to go in the engine compartment, find the back of the turn tignal, and conect the mirror power wire (red) to the power wire there. You may need more wire than what the side mirrors came with, but this would be the quickest solution

Need help splicing into turn signals and headlights on my 97 jeep

You need to ground the negative from you mirror to a bolt or screw in the car. Then find out which is the positive in the turn signal for each side. You can do so with a test light, turn the signal on then probe the wires at the harness until the test light blinks. That's the cable, attach a cable to the signal cable how ever you choose just don't cut off the signal cable. Then run a cable to the mirror on that side. Do the same for the other side, the easiest way is to hook them up to your turn signals.
