The seats are equipped with an "inertia lock mechanizm" Under normal conditions it is not necessary to "unlock" or "release" anything to tilt the seat back forward. The seat is designed to lock only during hevy braking or other condition like parked on a steep hill, where the gravitational pull will cause the inertia mechanism to lock. Sometimes this mechanism gets stuck and must be released manually. There should be a lever on the seat back to do this. (See Picture)

P.S. If your problem is with the rear seat cushion and not the front seat back (as described above) then there is a latch in the upper edge of the seat (when the seat is up) on most vehicles. On some models, the seat must be lifted UP slightly, then it will swing down. There will be a loop or strap to pull up on.
