This mornin on the way to work after goin up hill car statred to have some what of a chug or miss fire it seems to be worse in idle or when accelerrating but not as much in one set speed,what could be the issue? car ran fine day before and 3 or 4 miles into the mornin drive.

The chugging- clean out or replace your IAC valve, Idle Air control valve...
Well to start with, if you have a 1995 Dodge van and it has the original engine, you have a fuel injector for each cylinder. The last year Dodge used a carb was 1987. So you could have injectors that are not working, or the plugs may not be firing because of the cap or rotor, or it could be a compression or vac problem. I would want to know which cylinders and then go down the list of possible causes. You should be able to use a vac gauge or tach and pull one wire at a time to find the weak cylinders.
EGR (exhaust gas recirculation) valve may be stopped up with carbons. This would account for some loss of power as well as odor if leaking around intake. If I remember correctly, egr tube originates just above catalytic converter on this model. Condition may be early signs of cat failure ( commonly accompanied by "rotten egg" odor). I recommend having emission system checked by certified tech to avoid uneccessary component replacement.
if you are low on fuel and going up a hill the fuel pump is gunna have to work harder to get fuel since going up the hill gravity will be pushing the fuel to the back of the fuel tank. i suggest you dont run your car with such low fuel
If it is a later model (for instance, mine is a 2000) it could be the sparkplug wires are to old. I had the same problem as well as chugging and sputtering going up hills. What was going on was the wires were not allowing enough power to get to the plugs to fire properly. Disconnect the Mass Air Valve while the vehicle is running, if you get a steadier idle and stonger overall sounding engine that this is definately your problem. I did it and my MPV purrs now.
