DO NOT ATTEMPT ON HOT TRANSMISSION WITHOUT PROPER CARE
YOU COULD GET BURNT!!!
FIRST BACK UP ALL THE BOLTS A FEW TURNS THEN HAVE A CONTINER WIDE
AND BIG TO CATCH THE OIL THAT WILL DRAIN THEN REMOVE ALL THE BOLTS
AROUND 3 SIDE AND LET PAN DRAIN OUT WHILE HANGING ON REMAINDERS
THEN PUSH PAN UP WITH ONE HAND AND REMOVE REMAINDER BOLTS LET PAN DOWN
TIME TO REPLACE FILTER WHILE IN HERE REASSEMBLE IN REVERSE AND REFILL
START ENGINE PUT TRUE ALL GEARS AT IDLE AND RECHECK TOP UP HAS NEEDED

If tranny fluid is clear and at normal level, then the issue is with the transmission - it is getting ready to go sayonara.

Where is the fuel pump resistor on a 1999 gtp?

It is in the fuse panel mounted under the hood near the overflow coolant bottle.
It is a square shaped device that is actually a relay, labeled with the number 2866.
