Question about 1998 Honda Civic
This sounds like an oil pressure problem. The lifters need oil pressure to work properly (and quietly). Check to see what weight of oil is in the car. Heavier oil will exaggerate the problem. I think your car calls for 5W-30. Also stay away from Pennsylvania oil (i.e. Quaker State), they have a lot of perafin (wax) in them that tends to clog up the engine.
