When air conditioner pump clutches ingage and disengage the RPMs drop up and down... bad gas mileage... stalled once when i was at a four way stop and went to go... when temperature was all the way down and off then it was fine. HeadLights has dimmed in and out while driving.

The engine RPM going up and down when the A/C clutches engage and disengage sounds like it could possibly be caused by an Idle Air Control (IAC) that cannot properly control engine speed.
The headlamps dimming on the other hand, leads me to think that you may have charging system problems - loose cable connections, bad alternator diodes, shorted cell in the battery, etc.
Then again, if the engine is not idling correctly due to a bad IAC, it can cause the headlamps to fluctuate if the A/C is kicking on and off at idle.

So here are my recommendations:
First, get your charging system load-tested. Correct any problems found and see if this fixes your problem with the stalling and the dimming headlamps.
If a load test does not identify any problems with the charging system, try replacing the IAC.

I have a 1995 hands civic with a 1.6l vtech. The car idle goes from about 1.5 to about 1 constantly. So basically when I'm in natural the idle won't stay in one spot any solutions?

The problem is " The Torque Converter Clutch, (TCC) solenoid" is what actually causes the TCC to engage and disengage. When the TCC solenoid receives a signal from the ECM, it opens a passage in the valve body and hydraulic fluid applies the TCC. When the ECM signal stops, the solenoid closes the valve and pressure is vented causing the TCC to disengage. If the TCC fails to disengage when the vehicle comes to a stop, the engine will stall. This is a common problem with older GM vehicles.

your idle speed too low.take it to a dealer.they have to reset idle.it should be 600-800 rpms.when you turn on air conditioner.the computer steps up idling to keep engine from stalling .your curb idle too low.
