Car has brand new battery will not start and the power windows do not work neither does the power seat. It has spark

Check your fuel pressure it should be 48-55 psi with key on engine off.If its not within these specs it will need a new fuel pump and filter.

You said new battery , have you checked battery terminals for a loose connection? That is of course if you have no power. Do headlights operate? Give more details on car and what 'is' working

Does anything work? It sounds like you have a flat battery which has gone flat due to the time it took you to change the head gasket.

No spark. No power to ignition system, disconnected wires to coils, disconnected or incorrectly seated spark plug leads, distributor cap off or not seated properly.

Motor not turning over. Flat battery, blown fuse, faulty start solenoid, faulty starter motor.

have you checked for spark? it has been my experience that most chevys have a problem with electrical stuff when cold. i would check for spark, it may be present but weak. i have a 95 k1500 suburban, and things like window motors and seat motors lag alot when its cold outside. if spark is weak, u may need a new coil

Pull off the coil ignition cable at the distributor and check for spark coming out of coil when cranking engine over. Use a heavy rag or glove to hold the wire 1/4 inch from a metal ground. Should see a strong blue spark when cranking to verify ignition is good. If no spark, check for battery voltage to coil on the coil primary. If you have current to the coil, suspect a bad coil, ignition module, crank position sensor, or cam position sensor, or pcm. The coil, ignition module, and sensors can be tested before replacing.

Battery connections good , battery ground cable connection on the frame an engine clean an tight ? No corrosion . I wouldn't look for any ground issues under your seat . No power , main cable problem , to starter etc...

Installed a brand new battery and new terminals, has very strong turn over but will not start. Spark plugs recently replaced, checked fuel pump- it works fine. Any idea what is wrong? Also, no dashboard...

there is a number of things that it could be (1) fuel delivery (2) spark (3) power you are saying that the dash is not working and the car wont start... try the simplest first sounds like some fuse problems maybe check to see if they are blown... if that doesn't do it check your fuel delivery you said that the fuel pump is working check to see if it is getting fuel to the motor if the car is fuel injected there should be a pressure valve on the fuel rail it should look like a valve stem press that in and fuel should spray out if that is OK then fuel shouldn't be a problem next check for spark take your spark plug wire off one of the plugs preferably the wire that goes to cylinder # 1 but any will do stick a screw driver in the wire where it connects to the plug and touch the metal to the head or anywhere close to ground it out to complete the circuit you should see it spark but don't worry this wont shock you unless you touch the metal part of the screwdriver this is process of elimination if you have all this in theory your car should fire up...

I think you have a short in the seat motor. Doublecheck circuit breaker for electric seats. It has a reset button on it. Perhaps it has tripped. If yes, need to find short in seat.

You might want to check the battery cables and if there is a smaller chassis wire from the battery. Clean these. It sounds like you lost a ground wire somewhere and it is trying to ground through any wire it can find.
