Hi, if I understand you, this is normal function for most vehicles. The brakes and the signals use the same filaments in the bulb. If you use both the brakes and the signal at the same time, the signal will flash but the other side will be a steady brake light. Is this how yours are working, or what is the problem you are having?

When i use the sighnal it flashes fast and only the front lights up the back dosent but the brake lights do light up

The fast blink signals that you have a flasher bulb burnt out, as I suspect you do in your rear turn signal. The flasher sees a voltage drop through the burnt out bulb and signals a fast flash.

I would like to know where the relay flashers for the turn signals on a 1995 econoline

The turn signal flasher relay is located on the driver's side of the steering column, under the dash, mounted in the upper left corner of the fuse panel. It has only one flasher relay for both turn signals and hazard lights.

Brake and turn signal lights stopped working on my 1996 Ford E150

You might have cut a wire or it could have broken or disconnected. Try tracing the wiring where you hooked up the trailer you may find one broken or disconnected.
