Question about 2001 Dodge Caravan
You will have to pull the inner panel off the door to look inside the panels to inspect the door latch to see if it may be seized or the lock mechanism is not moving due to broken parts,if the lock is not moving far enough you can reach in and manually unlock it.if the latch is seized you can spray it with penetrating oil and operate the release handle and try to force the latch open with a screw driver or something to open it.once open you can remove the latch and soak it in oil to try and free it up if not then just replace it.
