The shut off valve allows injection of fresh air to the exhaust so that your catalytic converter will 'light off' earlier-it is an emission control, and it will not be a catastrophe if you drive it like that for the time being, but the cause may be simple-check for a blown fuse under the hood in the power distribution center, that is likely the problem. If not, check of a vacuum leak, and finally disconnect the negative battery cable, leave it off for 5 minutes, and reconnect it-see of the Check Engine light comes back, if it does, you may need to have the valve replaced or in the very least, removed and cleaned.
