Question about 2000 Ford Crown Victoria
Just a guess Mike, but that has all the symptoms of a security system thinking you are stealing your new car-try locking/unlocking the car with the keyless remote fob, or the door key pad (if you have one)-make sure it is in park, if that doesn't work, put it in neutral and try to crank it-Hood, trunk is shut, right? Call the former owner and ask questions, use a voltage meter (digital) and check the battery voltage (should be at least 12.5)-

There should be a button under the dash close to the brake pedal press it and try to start the car :) hope it works

Check brake lites if fuse is blown it will not start in park only in neautral.Turn key to on-- shift to neautral and try starting,if it starts fix brake lites good luck.
