Question about 2001 Kia Rio
Try new plugs,leads and caps, it sounds like the ignition spark is tracking and causing a misfire, moisture helps this happen, but there must be a crack or problem with the insulation

Just went through this problem,new plugs,wires.replacing coil pack fixed it.
