Hi, someone has likely installed a block heater for cold climates. In Northern climates, the car is plugged in overnight to keep the engine from freezing. If you have recently moved to the north, talk to your neighbors about how to use a block heater in the local area. If you bought the car used and do not live in cold climates, you can ignore the heater.
Thanks for using FixYa.

2003 Chevy Impala 3.8Ltr, does this vehicle have a main electrical computer brain? If so, what is it called & where is it located? Dash msg lights on & off, no brake lights, turn signals, headlights...

sounds like you need to start by checking fuses. there are panels on the ends of your dash on both driver and passenger sides. there are also two fuse boxes under the hood that are essentially your main fuse block. there is a BCM...or body control module...but i would start with the fuses first

I have a 2003 chevy impala that keeps blowing the 25 amp secondary cooling fan fuse under the hood.

you have a wire more than likely that has a broken sheathing and is grounding out. find that break and tape it up and you should be good to go. if that does not seem to be the case it could be the electrical in the fan motor itself

Where is the relay switch on a 2003 chevy impala

It depends on the relay you are looking for. Try looking under the hood in the fuse box first. If its not there it is under the dash in the fuse panel. Hope this helps. Vote and let other know if it does... Thanks

2003 Chevy Impala won't start after refueling

There is a couple of problems with Impala's. Crank relay ($15) is unreliable. Lift hood it's on the passenger side under plastic panel and just plugs in. There are some issues with the pass code. Rather than take to a dealer, first place key in ignition and turn to the on position and wait 10 minutes. Often the pass code corrects. There are some issues with the ignition switch in particular with a heavy set of keys. Try blowing some compressed air into the keyhole and using just the ignition key by itself.

Fog lights won't work , bulbs ok

Check the fuses under the steering column, in the glove box or under the hood by the battery. There should be at least 2 fuse/relay blocks that will have a spot for fog lights
