Do you mean fuel pump? well if it stops working then no fuel will get pumped to motor and car will not start but it will still crank over. spray starting fluid into air intake and see if car starts, if it does it will only run for a couple seconds, then your engine is not getting fuel.

The 98 and 99 neons don't have a fuel filter, they have a fuel screen that is right in line with the fuel pump. If your car is not starting and blowing fuses for the fuel pump, you will need a new fuel pump.
