Do you mean fuel pump? well if it stops working then no fuel will get pumped to motor and car will not start but it will still crank over. spray starting fluid into air intake and see if car starts, if it does it will only run for a couple seconds, then your engine is not getting fuel.

    thank you craigss1013. I know the fuel pump is working, because I disconnected the fuel line and turned the key and fuel came out. I think it mght be a clogged fuel line.

Yes they are two different circuits and two different fuses.
The fuse location should be in your owners manual.

I would like to know how to change the fuel filter and where it is located.

The 98 and 99 neons don't have a fuel filter, they have a fuel screen that is right in line with the fuel pump. If your car is not starting and blowing fuses for the fuel pump, you will need a new fuel pump.

Washer fluid does not work does not pump out

probably cloged lines or ports,check your ports at windshield if ok could be a fuse or relay for the washer pump.

Start by checking for a wire shorting to ground if that checks good you will need to go thru the circuit and check the amp draw at each component, fuel pump,ignition coil,ect. until you find the bad part

My 1999 Plymouth Neon runs out of gas when cornering to the left. It does this with half a tank left!

About the only reasons I can think of for that to happen would be a hole or crack in the pick-up tube in the tank,an extreme amount of dirt in tank, or someone already replaced fuel pump and bent tube when installing it. Either way it sounds to me like your only way to find out for sure is to remove the pump assy. If It's the same as my 95' it will be accessible when you take passenger side rear wheel off, and look at tank, near top toward front of vehicle.

U will need to replace the fuel pump, this is a common issue.

Troubleshooting fuel pump

There is usually a test pigtail under the hood on most cars I think. Just find a wiring diagram and it should show one. Or if you got it out just hook it up to 12volts and see what happens?
