To start, I would find a different shop where the mechanics have enough sense to look things up. If they don't know what to do simply because their generic OBD code reader won't plug in, it is a sure sign of inexperience and inability to read instructions. can TELL them I said that!

The fault codes on your vehicle can be retrieved WITHOUT a scan tool. You can use the onboard Check Engine light (A.K.A. MIL or Malfunction Indicator Light) to read "Flash Codes".

Turn the ignition switch to the OFF position Locate the diagnostic connector (DLC) next to the fuse block. Connect a jumper wire from the diagnostic output terminal and chassis ground. (See picture)

Turn the ignition switch to the ON position and disclosure of PCM memory will begin.

If the system is normal, the MIL will continuously flash short flashes.

If there is a computer system malfunction, the MIL will flash 2-digit codes. The codes will be indicated by long flashes succeeded by short flashes. The long flashes count as 10s and the short flashes count as 1s. For example, Three long flashes followed by 5 short flashes would be code 35.

If there is more than one fault, the computer will output the codes in succession from the lowest numbered code to the highest numbered code. Record all codes that are output. It is recommended that you read the codes several times to verify that you have read them correctly. Once you have done this, post a comment to tell me what codes you have and I will tell you what to check on your vehicle.

Put a shop rag and smell and see if smell's like fuel or burned oil, Your air to fuel mixture changes with the weather. Might try a parts store to see if they can read it, it's free. Good luck to you.

Engine running very rich. Plugs black. Suzuki Vitara

This could be a number of things, fisrt of all if you have had your light reset by someone with a scan tool then they should be able to down load any problems that is stored in the computer. Second is it the engine check light that is coming on or the CAT converter light telling you the temp is to high which will happen if its running to rich and travling a short distance there after.

The code P0137 means that your downstream O2 sensor has low volts. A rich running engine makes the voltage go high, not low. If the upstream sensor is not reading a rich or lean condition, then you need to replace your downstream O2 sensor.

Just bought a 95 z 28 its all ready had k&n cold air intake, phantom air to fuel ratio, and vacuum gauges and a port to plug a lap top into so i was told, the air to fuel ratio gauge is showin its...

Cheap air/fuel gauges simply tap off the stock oxygen sensor. That sensor can only tell you lean or rich and the car should idle roughly at 14.7:1 and go rich under acceleration. Cruise down the highway at steady 50 mph and see what the gauge does. Should be calmer.
At idle the needle can bounce around quite a bit. Means nothing. It should however go sometimes rich and sometimes lean. That's how the computer adjusts, if it stays lean too long, the computer tweaks the injectors richer. If it stays rich too long, the computer tweaks it leaner. If the computer cannot adjust the ratio, it will set the check engine light and in that case it should be a flashing check engine (meaning stop the car and tow it to a shop - flash means the catalytic converter can burn out).
If you want to know the actual air-fuel ration you need to buy a wide/band oxygen sensor and related gauge. They are much more expensive and will typically run a few hundred dollars. If the car is stock except for K&N, don't bother with the air/fuel gauge.
As for computer hookup. Go read up about "LT1Edit". Don't buy the software (too expensive for a stock car) but you'll understand what software is out there to monitor your engine (and what hardware you need to buy in order for your laptop to talk to your car).

your engine is fine. find a new mechanic.

if the exhaust clogs it just dies. your cat ( converter) probably clogged due to a very rich condition, which was detected by the computer, hence the light. my bet is a clogged fuel injector or a sensor (either oxygen or air flow) failed. this made it run rich and the cat probably melted.

get a new cat installed, have them run the codes.

Failed smog, running very rich. changed plugs, cap rotor, wires, tps sensor, map sensor, egr valve cleaned, Has problem keeping stable ide. all over the place. Any ideas

I've seen two cases recently where it was bad distributors causing rough idle. An honorable muffler shop (not a big chain) will test your catalytic converter for free. Is a '91 throttle body? Do Fords have cold start valve or injector? This can cause rich reading if malfunctioning. Anything controlling fuel delivery into engine can malfunction sending extra fuel. When you find problem; do you know clean oil will help pass smog test?

My 83 cutlass supreme check engine light on

It means the car is running too rich. Check the air filter. If it clean you will likely need to rebuild the carb if it hasn't been done. If it has you might just need a carb adjustment.

Check engine light and air bag light want go out

the check engine light is a reminder that the ecm has detected an electronic malfunction removing the battery cable will not clear the code unles it is a soft code. the problem is usualy the 02 sensor circuit which indicates either it is running lean or rich situation .

just before you do any thing make sure there is no vacum leaks in any of the hoses, and leak around the intake manifold or the throtle body if all these things checks ok take the vehicle to a shop where it can be tested on a scanner.
