Instrument cluster should be removed - 2 screws and cable disconnect- most likely melted plastic around 2 bulb holders in top of housing.

There are seperate fuses for the right and left lights. The fusebox should be under the dash, on the driver side.

only one way to find out. pull the instrument cluster and then go to the dealer and tell them what color the base of the bulb is.

you are gonna be pretty hard pressed to find the bulbs from any one else but even the dealer is going to ask you what color the base is

2004 VW Jetta engine compartment fuze box location

one is located over the battery, the other is located in the side of the dash.

First panel:
If you pop your hood the battery will be on your right sid in the front of the engine bay. There is a small rectangular piece on top of the battery with a lot of heavy guage red wires going to it. That is the engine bay fuse box.

Second panel:
if you open your driver side car door it's under neath a panel located inbetween the door and the dash board.
