Only if it's squeaking or if you feel resistance in the pulley itself.

How do I adjust the tensiion on the serpentin belt on a 1996 plymoth voyager van

There is no adjustment for the serpentine belt tensioner. It is spring loaded to keep the correct tension on the belt. If the tensioner fails to keep the belt tight enough sometimes lubricating the pivot bushing with penetrating oil will loosen it up and cure the problem; if not replacing the tensioner is the cure.

Oil change and cam belt/timing chain change for volkswagen golf 1.9cc tdi 130 bhp, 1992 model

support engine. remove coolant reservoir. remove serpentine belt. remove serpentine belt tensioner. remove bolts from mount. carefully raise engine up and move mount out of the way.(hard to explain and this is hard to do you have to have the engine in the perfect position and whatnot) remove the top plastic cover. with 19mm socket rotate engine clockwise until hole in cam lines up with hole in head. insert vw special tool to hold cam. remove the 4 6mm bolts on crank pulley. remove plastic covers. with white paint, mark belt to cam and belt to crank. loosen tensioner. remove belt. transfer marks to new belt. strongly suggest replacing water pump. reinstall t-belt. put the tensioner somewhat tight. rotate the engine fully twice. loosen tensioner bolt and adjust to perfect tension using needle and v-groove on adjuster. install is reverse of removal.

Is the idler pulley what sets the tension on the serpentine belt

yes and that's how you change the belt also. just turn it with a wrench to loosen it if you want to change the belt.

How is the main belt tension adjusted?

It is adjusted automatically via the "Belt Tensioner". With age...sometimes it is necessary to replace the tensioner due to tensioner spring either becoming weak or stuck. If that's the case with yours and your Serpentine belt has not been changed in quite would be the time to do so.

Serpentine belt replacement

2.0L Engines
See Figures 11, 12 and 13
The accessory drive belt for 2.0L engines has no provision for manual belt adjustment, since these engines use an automatic belt tensioner. Drive belt slack is taken up by the automatic tensioner.
Movement of the automatic tensioner assembly during engine operation is not a sign of a malfunctioning tensioner. This movement is the tensioner self-adjusting and is required to maintain constant belt tension.
The belt tensioner has a belt length indicator. If the indicator marks are not between the MIN and MAX marks, the belt must be replaced.
