If the engine is cranking then you have a fuel problem, some starter fluid in the intake manifold should get the engine to fire. If it's just clicking when trying to start then the battery is dead and you'll need a jump.

Turn off check engine light

You cant just turn check engine light off. You have to hook car up to a code reader or scan tool and read trouble codes. Repair trouble codes then erase codes and if problem was repaired check engine light will turn off.

Pejero engine turns over but wont fire check engine warning lamb stays on

For check engine light on,its definitely error code stored in the cars computer.,Getting the error code scanned by OBD 1 scan too, is advisable.

1983 monte carlo new starter cant turn flywheel i hear it an see it engage it but cant crank it over

try turning the engine by hand. to do this use a socket and ratchet on the big bolt on the bottom center pulley at the front of the motor, if you can turn the engine then you need to shim the starter.
