Your vehicle has electric power steering . GM had a recall on some of it's vehicle .
The electric power steering (EPS) system reduces the amount of effort needed to steer the vehicle. The system uses the body control module (BCM), power steering control module (PSCM), torque sensor, discrete battery voltage supply circuit, EPS motor, serial data bus, and the instrument panel cluster (IPC) message center to perform the system functions. The PSCM, torque sensor, nor the EPS motor are serviced separately from each other or from the steering column. Ant EPS components diagnosed to be malfunctioning requires replacement of the steering column assembly, also known as the EPS assembly.

Key in ignition won't turn steering wheel will turn

It appears that the tumbler may have been changed or has become disconnected from the tumbler lock. You will have to remove it and put it back in unless it's broken. The catch for the steering wheel lock must be depressed when putting a new tumbler in. (There are several Youtube videos out there that show exactly how to do this... it's not difficult, just be patient.)

steering wheels become hard to turn because the power steering is not operating. Check drive belt and fluid level. Take it to an accredited steering specialist shop for a thorough diagnosis.

Without being able to jack the car up and really look at it, it is hard to tell what you need exactly. It could be anything from low fluid level in the power steering pump to the rack and pinion. I would suggest you jack the car up and support it on jack stands or blocks and take a good look at it while someone is moving the steering wheel from side to side slowly. Look and listen!

Power steering lights come on and then it becomes really hard to turn the wheel. I have to turn the car off and turn it back on to get it to to stop.

u have a electric steering instead of power steering with fluid so u got sensors and a electric motor so u need the dealer on this one, sorry theres just too much to this steering to know whats going on with out seeing it

I have a 1981 Corvette with tilt steering wheel. The steering wheel has started flopping like something is loose in the steering column. Whats going on? Thanks Jim

You must remove the steering cowl below the steering wheel and see what is loose, broken or worn. It more likely to be a loose bolt, in which case just tighten it and refit the cowl.

Hard steering after installation of new p/s pump

Did you make sure the P/S was the exact part number ? Check to see if it has a TFE electronic plug. It must be the exact part. They look identical to the ones that are not TEF.

Steering column

Inside the engine compartment, you will see the steering column coming through the firewall. Should be a box that the column goes into. Have somebody move the steering wheel (i.e. lift up on it and pull down on it) while you watch to see exactly where the movement is. Once you know this, you can show it to the guy at the local parts store and he will be able to tell you what you need.
