Question about 1989 Ford Probe
Check the fuse to the fan see if it blown, if not move to the relay located under the hood. the relay when energized should make just a little click noise. sometimes the relay from the other fan can be swapped with this one just to check. if the relay checks out good then your problem lies with either the fan it self or the wiring from the relay to the fan.
