If your car is running, I suggest you use a fuel additive such as Redex, if not, you have to remove and dismantle it. Difficult, and you'll need a workshop manual to guide you.

Have you checked the carburateur? Sometimes the jets need some cleaning. What about the ignition timing? Have you checked it? There is also some calibrations on the ignition advancing system, be careful.

Car hesitates and loses power when accelerating and regains power when letting off accelerator

Probably causes are;
* Dirty/clogged air filter.
* Dirty carburateur nozzles / bad adjustment of butterfly valve.
* Wrong valve adjustment.
* Distributor advance adjustment is not correct (if its not aoutomatic, if so maybe bad diaphram or sensor).

I have a ford sierra carburateur engine from 1984 1600 l (cc)

Does this engine over heat? If so white smoke and over heat usually means blown head gasket. If the smoke has a bluish tint to and the engine does not overheat then the piston rings are worn out and the engine will need to be rebuilt. Hope this helps, let me know.
