You could need a tune-up(plugs,wires,fuel filter, air filter)or you may have a bad ignition coil causing misfire.this is where you need to start.

1994 Lincoln Towncar is idling and running rough. Have changed the plugs and wires recently and no change. Compression is good..93,000 miles on it. New Air idle pump also. Do you have any suggestions? ...

Is the check engine light on ?
Fuel pressure ok ?
If it has a steady miss on one or more cylinders you'll need to figure out which cylinders and what is missing = spark-fuel-compresson.

Can the bands be tighten in the transmission on a 1991 lincoln towncar

Tightening the band will not acomplish anything
The band is brought down tight on the drum, when
the unit is built or rebuilt, then you loosen the band
approx 1 &3/4 turns,and that is it,forever,done.

As the band wears do you need to readjust
You can but it is a waste of time, you won't gain
much in the way of reduced travel or apply time.

The point here is,band adjustments fix nothing
and are not preventative maintainance in my
experience
