Sounds like the hazard light flasher is bad that is why the signals won't work as for the heater check al heater wires and connects for melted wires there is a short to ground some where. Also check heater blower motor resistor could be burned out .

Behind the ashtray there is a fuse that makes the turn signals go! Along with the tail lights!
Also If you installed a new stereo in the car and you didn't use plugs just tape you will burn the fuse out. The blinkers will work but the fuse blows every time.

Fuse keeps blowing out

The parking lights, dash lights, turn signals, and hazard flasher should be 4 different circuits.
So you would need to know exactly what that fuse protects, then look for the short to ground.

1998 dodge caravan sport put it in drive but when go back pass neutral blows a fuse to turn signals and the heater

The turn signal fuse I could see if there was a short in the wiring in the column, but the heater fuse surprises me.
It could be in the column, or in the harness going to the transmission.

I have the same problem and am going to trace wires for shorts-what I am reading is 80% of the time its the flasher module. Keep in mind the emergency flashers will work even though the fuse is blown and flasher module may be faulty. Flasher modules run about $70 on average-so be careful you don't roll the dice on the fix and be out $70. Again-if I cant find visible shorts, I'm replacing the flasher module. Check the internet for discussions on this subject-it is a very common problem with the 03s. Let me know if this was your fix if already repaired. Thanks and/or good luck.
