The only way to check the fuel system is with a pressure gauge. the rail pressure should be around 39 psi . make sure the fuel filter is ok before testing, if the pressure is low check the fuel regulator if ok check the fuel pump, most in tank pumps have a sock type filter make sure its ok , the fuel pressure should hold for a few minutes after being switched off, if not the pump return valve may be faulty, the fuel flow must be checked also , if you don't have a flow meter do the following, divert the fuel rail return line to a container , start the engine it must flow around a pint in thirty seconds for the pump to be ok.

If you have the same problem with the engine Hot or Cold then it may be the cold start fuel injector in the throttle body / carb. may need to be cleaned or replaced.
may be chock and linkage

Spray starting fluid

Please resubmit your question with some symptoms and why you want to use starting fluid. If the engine cranks over but does not fire or start, there is a switch called an Inertia switch. It kills power to the fuel pump when it gets bumped. There is a reset button on it and it is usually located by the front floor side kick panels.

Look on the Web for pictures of this part and the exact location may be in a photo.

The starting fluid, if used, should be sprayed into the air intake by the Airhorn. This is where the throttle flap is located. If sprayed by the Air filter, a sensor could be damaged.

Is this car fuel injected? If so there shlould be a flow sensor somewhere on the intake . Many of the patrs stores will loan an OBDI or II and you could do a diagnosis on the engine. This should indicate a faulty flow sensor among other problems.
Lots of luck.
I have the same year, model and engine with Automatic tranny, This was the year the Explorer replaced he Bronco and there seems to be a bunch of prototype parts. I just replaced the headlight/turn signal multifunction switch for $185.00. :(
Not a lot of information about this year. But it is a fun car :)

2000 Dodge neon starts and runs fine. But sometimes does want to start Engine cranks, but won't start

How many miles on the car? Have you checked the fuel pressure when it doesn't want to start? Do that first and then move on from there. To quickly test fuel pressure with no special equip get a can of starting fluid from the auto parts store, when it fails to start spray the fluid into the air intake of the engine well it is cranking, if it fires up then the fuel pump is likely not running on for some reason. This can be electrical in nature or just a failed electric fuel pump

could possibly be a crank sensor, not sending a signal to allow any power to the ignition

2000 chevy s10 blazer cranks but won't start????

Check for gas or spark problem on the engine. Check that starting fluid does start the car for a few seconds before dying, indicating a fuel delivery problem, like a fuel pump or circuit to it.

If the car won't start with starting fluid sprayed into the intake, then the ignition system may be at fault, or engine timing.

An engine needs 3 things to run fuel, spark, and air, but they must occur at the proper time, that being said, buy, or borrow a noid light. This is a light that you can plug into the injector to see if it is getting the pulse from the computer, do not use a test light, you will fry the computer for sure. If the injector pulse is there you have to check the timing to be sure the timing chain has not jumped. Bring the number one cylinder up on top dead center of the compression stroke, then pull the distributor cap off and make sure the rotor is pointing at the place on the cap where the number one wire is hooked on. If it is the timing is good, if not it is possible that the timing chain has jumped or someone has installed the spark plug wires incorrectly.
