In most cases you have to get the computer reflashed or reprogrammed to your car including the VATS key code.

Theft system problem car may not restart, car shuts down and a jump overides system and restarts

Not sure your anti-theft system has activated. You have the Passlock II system, and jump will not deactivate. Suspect your battery is low or the terminals corroded. Recommend you check the charge on the battery and clean/tighten the terminals. If the battery is low, you may have an alternator issue. Let us know what happens.

When I turn the key the horn blows and keeps blowing and the dash says the car may not restart

It's the anti theft system turning on. You most likely need to take it to the dealer to get it fixed. Sorry.

1997 cadillac deville delagance - anti theft device

I've got a 97 deville d'elegance that has issues similar to these. Last year the red anti-theft light came on and the car wouldn't start-took it to the dealership and they replaced the PCM? (the main brain for the system) for $900...the guy told us the wiring was so corroded he didn't want to mess with it much. Today the message started flashing on the dash that says "anti-theft problem/ car may not restart" but it still turned over in the driveway a couple times so I am hoping I can reset it. The wiring system is jacked and will probably need to replace the wiring harness completely. Doubt its worth it. Not a secure feeling with 2 babies in the back seat in the middle of winter....
