The system has moisture in it, or is overcharged, have a shop perform a evacuation and refill it with rigth amount off freon and oil, also is not a bad idea to add some dye in case there will be a leak make it easier to found./

Is tune up needed in toyota altis 2002? gas consumption has gone up to 6 kms. per liter

officially, there are no "tune-ups" anymore
there are just "maintenance" schedules
you did not list miles and or engine but I am assuming you are over 150k and have a 4cyl

therefore the following should have been replaced
spark plugs
fuel filter
air filter
transmission fluid/filter

I've have never heard of a "only cold air system", but hey, nothing surprises me anymore. try replacing the control unit in the front. hopefully that will take care of the problem. If not you need to check your blend valve. (headache depending on location)

Jaguar xk8 air con light flashes then turns off but air con is on

this is most often caused by a slightly low charge of refridgerent, as the engine heats the system the gas expands and the light goes out.
