Question about 1999 Ford Explorer
Inspect the relays of the signal lights but chances are it needs replacing. Inspect the wiring to it for loose, bad terminals or bad wires to which may have caused the relay to go bad. As for the lighter, it may just be the terminals on the lighter or the wiring towards the power. Inspect also your fuses.
