First, make sure you don't have a bad relay or poor contact at the horn button. You can do this with an automotive 'test light' or any multimeter.
The common horn is adjustable and the contacts inside them do wear down. Check the body of the horn for a screw with a lock-nut that is visibly not used for mounting. This is the adjustment; loosen the nut you may have to experiment trying both in and out while someone holds the horn button depressed. Don't leap out of your skin when it suddenly blares at you :-)
