Question about 1994 Toyota 4Runner
The breaks vibrate because the ABS is permanently active because it thinks that the wheel in question is blocked. It thinks that because it doesn't receives any signal from the sensor, hence the error code.
If you are sure that the sensor is good then the only thing left that could cause this is the wire loom connecting the sensor to the ABS control unit - they are interrupted because, most likely, the have been broken by a stone thrown by the tires. Get underneath the car, locate the loom and follow its path on the chassis until you locate the damage and fix it.
